I believe that the phrase "double dog dare" comes from a Greek philosopher Socrates which by definition means whoever says the phrase then must also do the original dare.
example:
Jimmy:Hey timmy! I double dog dare you to get a bowl cut.
Timmy: Ok but you know that means if I do it then you ALSO have to do it.RIGHT?
