Dry run means "a rehearsal, an opportunity to practice." Alternative uses include an ambulance call when no aid is actually delivered. It is also used by fire companies to refer to arriving at a fire to find that there is no water available at the hydrant. Douglas Wilson, of the American Dialect Society, has traced the origin of Dry run back as far as 1899 where it was used by fire companies to describe a type of drill. At the time, they would perform drills with and without water. Companies would compete with each other in "dry run" or "wet run" contests at local carnivals. A Salem Daily News article from 6 July 1896 confirms this usage of the term "dry run" in fire company contests. Source: http://www.worldwidewords.org/qa/qa-dry1.htm
