Very simple answer. This French term simply means that the problem has been solved; that the program has been completed; that whatever you started out to do has been done or accomplished.
Sorry, but the above answer is incorrect. Fait accomplis = accomplished fact and has NOTHING to do with a problem that has been solved. The implication of a fait accomplis is that someone cannot change anything to the situation that already took place and can only resort to taking mitigating measures. To drive the point home: if your teenage daughter tells you: "I am pregnant", you're facing a fait accomplis.
