The two terms describe two different relationships.

A second cousin is someone who has the same great grandparent as you. Once removed means that the person is one generation older or younger than you. As a result that great grandparent you share is the once removed cousin's great great grand parent. In this case, being one generation younger does not happen, but it could with more distant relatives.

The phrase "second cousin first removed" has no meaning in English. A related phrase that does have meaning is "second cousin, once removed."

If two people have a common set of great grandparents they would be second cousins to each other. Then if you add a generation for one of those two, you get the removal.

First cousins share grandparents, are children of siblings

Second cousins share great grandparents, are grandchildren of siblings.

Once removed refers to the children of the cousin, their grandchildren would be twice removed and so on.

A first cousin is someone who shares a set of grandparents with you: that is, one of their parents is the brother or sister of one of your parents.

A second cousin is someone who shares a set of great-grandparents with you: that is, one of their grandparents is the brother or sister of one of your grandparents.

And so on.

The meaning of "removed" comes where the length of the family tree is not the same on both sides. If they differ by one, that's "once removed", and so forth. The shorter of the two chains is used to determine whether they are first, second, etc. cousins.

To give a concrete example: The grandchild of your father's brother is your first cousin once removed. More generally, the children of your first cousin are your first cousins once removed, their children are your first cousins twice removed, and on down the list.

The phrase "first removed cousin" has no particular meaning in the English language. The similar phrase that does have meaning is "first cousin, once removed."

If you and another person are first cousins, once removed, one of you is the child of the first cousin of the other.
