It means for a person to not have control over social situations. A person who is socially akward may have difficulty speaking in a way that others understand, could be too clumsy to stand or walk close to, could also be incredibly shy or nervous or stressed or angry.

Social awkwardness is the result of development of the brain throughout life. It is similar to a loss of a sense, such as sight, or hearing. If such a sense is not available, other senses will become amplified. This is due to the brain allocating more 'area' to the functional and exercised senses.

In many socially awkward individuals, you will often find talent, often brilliant. For example, you may find computer programmers who can make a computer do anything in 10 different languages, but be unable to formulate a simple innocuous sentence without confusing and even angering others. This is based on the mindset that in computer languages, there is a certain expectation of results, and failure to achieve desired results can be simply modified until success is met. This applies to music, science, art, etc.

However, in social events, the socially awkward individual does not have a 'recompile,' and each individual they speak with are considered to be speaking an entirely new language. The vastly different experiences of humans make successful determination of positive results a matter of luck versus skill. Their success/failure has irretrievable results.

They also deem their 'blind self' to be everything that is in the 'hidden self,' that because of their own intuitive and perceptive knowledge of themselves, they assume that everyone else shares that knowledge, and that all of their sins and shortcomings are visible on their faces. Often, they avoid eye contact because they assume that their soul can be judged.

They also consider any contact with another to always be an inconvenience for the other. This pattern usually results in the appearance of self-esteem and confidence issues, but also be suspicious.

One other common issue is adrenalin. If one is quick to release adrenalin under stressful conditions such as talking to a girl, they are bound to demonstrate poor genetic factors which usually result in being discarded as a mate. There are medications that will minimize this issue, which may provide long-term successful social capabilities.

Social Awkwardness can be eliminated by: becoming rich (always works), taking a public speaking class (good theory on blind self), or simply practicing. There are also medications the doctor can prescribe that over a period, will significantly reduce the anxiety of social contact.

A person that is "Socially Awkward" may not be able to hold, keep, or start conversations, a person who is uncomfortable in larger groups, and on occasion someone who is shy or introverted.
