This can mean a couple different things. Flashing can refer to just updating its firmware(or internal Operating system) or it can mean illegally making a phone use a different number (also called cloneing)
When you remove a service provider lock(I.E.Verizon,Sprint,Alltel,Amp'd etc.) on a mobile phone("cell phone") and/or to make it compatible with a different service provider(I.E.:Cricket Wireless,MetroPCS,Pocket Comm etc..)

∙ 10y agoFlashing a cell phone means reinstalling its operating system(OS). This is required when its OS gets corrupted leading to many software related problems like slow functioning, freezing frequently, restarting, booting related problems, etc.
Note: Flashing deletes all data, so please take a backup of all your data before flashing any cell phone.

∙ 11y agoI think the purpose of flashing is to restore your phone. I think that phones are flashed when they get viruses and the viruses do damages to the phone's operating system.
