It could be from many things,maybe that he is probably a very self-conscious person that did not get much attention from family/friends. Or a guy who is lonely and wants you to be the person he can call his without anyone taking you away. If you are under the age of 16, this is normal for both girls and boys because they thought of a relationship is something new. If you are older than 16 and he/she is overly clingy- RUN
