This means that the horse is interested in something other than you. Something may had made a noise far away and the horse has picked up on it.

If the both the ears are forward they are interested in something else.

If the ears are back slightly then they are probably just tired and relaxing.

If the ears are flat back, then they are being grumpy and are aggrivated.

If the both ears are going back and forward constantly, then they are interested in what you are doing and listening to you and are happy.
