A general indication of RBC in urine should not panic you. There is a certain normal level of RBCs (allowable) in urine (microscopic analysis). However, more than usual can indicate kidney damage; if you have done these tests through a doctor, they will have told you whether you need to visit again and what the story is.

It also could just mean that there is a bladder infection or the person is just getting over one.

It can happen by contamination of the urine specimen if a female has this and test was done around the time of menstruation.

White blood cells in your urine can mean that there is an infection present. You may have a urinary tract infection, kidney infection, or a bladder infection all of which can be treated with medication.

They are often present when there is or recently has been a urinary tract infection, such as a bladder infection. There can be other reasons, so the only way to know what it means in an individual patient is for a medical professional to do an examination.

Is urine always hyper tonic to the blood plasma?

It depends. If the body is dehydrated, it will produce highly concentrated (hypertonic) urine in order to conserve water from the blood stream. If your blood is hypotonic (contains excess water), then the kidneys will release hypotonic urine, to reduce the amount of water in the blood. Therefore, if you are dehydrated, the urine is considered hypertonic to the blood. If not, the urine is hypotonic to the blood.
