What does it mean when someone is out there?

'Out there' means a high achiever at whatever that persons aim is and is out to do the best they can or has already reached their goal. It can mean going to college, art classes, theater, music, etc. The 'out there' person is like a Pitt Bull ready for anything and wants it so bad (whether they are born with a silver spoon in their mouth or poor) that they work hard at it until they get that break and many do.
