A fast flashing light means your turn signal flasher is about shot. It's a simple fix, usually under $6 for a new flasher, depending on the vehicle. Just pull the old one out and stick a new one in, it's just like a big round (or square) fuse. If you can't find the flasher, turn the signal on and it will be clicking away in the fuse panel under the dash.

The blinker unit is dependant on enough current passing through it, to blink at the correct rate.
The front, rear and any side indicators, are wired in parallel on the same side circuit. When a bulb blows the current is reduced causing the remaining lamps to blink more quickly.
If both rear lights don't work and the bulbs check out OK, look for poor earth connections (rusty housing) in the rear lamp clusters.
