Connect the iPod to a computer, go to iTunes, click on your iPod, press settings, click on restory, and the issue shoul be resolved.

This is what you should do and your iPod shuggle will return to normal: Connect your iPod to your computer, go to iTunes, then click your iPod icon and go to settings, and click restore. It will just erase te songs on the iPod, not all of the songs. Do this and you will be listening to music again.
when the green and orange light flashes it just means that there's an error. I had the same problem but i found out that if the music doesn't play when the orange and green light flashes, all you have to do is go onto itunes with your ipod shuffle and click on ur ipod then up the top click settings. Now all you need is to put some songs in it.
Optionally, you may try resetting it from iTunes to see if it resolves your issue.
If it is plugged in, that should mean it is charging. If it does not turn green, you may want to see if resetting it from iTunes helps. The battery on the device may have degraded or the device may even be bricked.
You might want to get ahold of the manufacture and get it replaced or serviced. It's most likely dead, probably the battery is defective.
