In most depictions of Lady Justice, she is not standing on a book, but rather a pedestal.
There is meant to be a balance between justice for the individual (presumably in his/her defence) and the right of society to curtail the (unlawful) actions of one to another (presumably the case for the plaintiff / prosecution). Justice, being blind, (hence the blindfold on the lady), will weigh the evidence and use the "Sword of Truth" to obtain justice.

The scale is an ancient symbol for fairness. An actual scale (or, technically, scales) would show whether a given substance was lighter or heavier than a standardized weight, and thus how much someone should be paid for it. The scales of justice declare that all considerations will be weighed fairly so that no one appealling for a judgment will be cheated. To many, the scales are more of a campaign promise than an established fact.
