Being licensed basically states that the contractor has the knowledge expected to perform the services indicated on the license.

Being insured means that while he's doing the job you hired him to do, if he backs his truck into the wall of your garage or sets fire to your home, he has insurance that can pay for damages or to have it fixed.

Although a "general" contractor may be licensed he may NOT know how to do everything and should hire someone that has the knowledge in that particular area to actually do the job.

What does Additional insured mean with regard to general liability?

You are the insured. Your landlord or partner or banker may be the additional insured. They have a financial interest in or liability at stake with whatever it is you are insuring. It does not cost you more to name an additional insured. Why didn't you aks your agent this question? Can the person I was working for withold money owed to me because I did not put him under additionaly insured? Not legally unless it was contractually noted. If you did not have a loss you can just add the additional insured now. In a contractor/subcontractor relationship the contractor may request the subcontractor to name him "additional insured". In the event that a liability issue arises and is caused by the work of the subcontracor, the subcontractor's insurance will not only cover any claims made against the sub, but will also provide claims made against the contractor in regards to the sub's negligence. Many insurance companies DO charge a flat fee or a percentage based fee to name an additional insured.

What is the difference between a prime contractor and a general contractor?

They are synonymous. i.e., They mean the same thing. Prime Contractor = General Contractor. Some construction projects have multiple primes (multi-prime contract), where each prime is in charge of a general area of work and hires subcontractors underneath him, and one of the primes is typically delegated the owner's duty to coordinate. But the typical construction cite just has one prime.

Can a subcontractor provide a clear scope of work for their subcontractor?

Do you mean a contractor? Normally a contractor will hire a subcontractor to perform a portion of the entire scope of work. An example is that a general contractor will hire an electrician to install the wiring in a house.

Get Your Contractor License Now or Pay Later?

Contractor licenses aren’t just a formality. When you see a “licensed and insured” sign on the side of a contractor’s vehicle or written on their business cards, you know that they have the knowledge required to do work safely and legally. In order to understand the meaning of such a license, let’s take a look at how one goes about obtaining it, and what exactly it allows them to do. Contractor licenses must be earned. The classes wherein prospective contractors learn the skills they need to safely work in zoned areas, near pedestrian thoroughfares, and over the heads of passers by aren’t just for anyone. It’s good to have a firm knowledge of general safety techniques going into the classroom, as the material is dealt with at a rapid pace. This doesn’t mean that you should forgo the whole ordeal, because as long as you want to work, you’ll have to get certified. Contractor licensing regulations vary from state to state but as a general rule, you’ll need one if you wish to bid on any government or public project. This is the only way to ensure that the necessary vital services and functions communities rely on are supplied with workers and supervisory staff who know how to follow regulations. Another important aspect of contractor licensing has to do with insurance. Most legal insurance providers will not extend liability coverage to an unlicensed builder, no matter how much expertise they possess. There’s just no way to guarantee that such builders and contractors will even attempt to follow whatever safety rules apply to their project, and a contractor license indicates that they are at least aware of them. With contractor licensing programs currently in place, if your building experiences a materials failure, the contractor who erected it for you is responsible, and not your company. When security requires a build be completed without a hitch, a licensed contractor will be the last source of worker irregularities or tax issues. Contractor licenses vary so make sure that the contractors you hire have the appropriate credentials for the job you need done, and you’ll avoid legal and other troubles easily. How do you find out if a plumber has a license?

The simple answer is - you ask them to show you their licence card. But that's not the only thing you need to do - you also need to investigate whether your job is covered by their licence. Licensed tradies know what their licence covers and usually respects the rules (because if they don't obey them their licence will be revoked).
