Stands for 'A Professional Corporation', it means that the lawyer whose name comes before 'APC' practises as a professional corporation.
The names of the partnering attorneys is always a good name for the firm. A law firm is not the place to be clever. "Ambulance Chasers" for example, would not be a good choice for a personal injury practice. Keep it simple, to the point and dignified.

Do you mean promotion in his own law firm or promotion where he works but not at lawyering, or to a political job? The question does not make much sense as it was asked. Many licensed lawyers do not practice law. Promotion to what from where? If you mean a member of a law firm getting promoted to a partnership? That probably depends on how much business he brought in or how many victories he had in court as that is how the firm makes money.
