From my experience with boats, it is almost always definition #2 under "mooring", a permanent floating buoy that is sometimes free, but always costs less than slip space at a dock. It also gives you some space between other boats and your own, so it can be a little quieter, especially during a busy celebration weekend such as at Virginia's Urbana Oyster festival. Sometimes it can be the only space left during busy times. It is made fairly easy to do if you have a reliable dinghy to get to shore. I usually see sailboats, very few power boats using this method of securing your boat.

Mooring is a place to tie your vessel up/off to. Whether it be at a pier, dock, wharf or mooring ball ( a special buoy that is anchored and specifically used for this purpose). An example of using the term "Moored" is after you are tied to the pier.

Mooring stations is an underway watch that is set by deck crews prior to mooring up.
