Its sort of a play on words. Like when my son takes my crystal ball and throws it in the air, I say No, you are not, playing with that, are you or When my son comes to me and says Mom, Im going to Joeys, I say No, you are not. It states that whatever it is that a person is doing or saying is NOT what is going to happen or be said.
