Full-time four-wheel drive high-range (4 FULL TIME): In this position, the centre differential splits the power, sending 48 percent to the front axle, and 52 percent to the rear. The transfer case may be left in this position on any road surface - including dry, paved roads.

full time can be engaged on any surface at any time, part time is more restricted you can't be engage cruising down the highway or it can be used on paved roads if its snowing or really slick but it can't be on just regular dry pavement, hope this helps

That is the type of 4wd you should only use part time, when off road or very icy conditions. Not for use on dry pavement.
