The idea of a code is that Police radio isn't secure. It can easily be monitored using a scanner. We don't want the media to find juicy, newsworthy events so the codes keep things a little more private. However codes vary by location and are changed from time to time so a particular code can actually mean anything.

Universal codes, on the other hand, are more meant for everyone to know what is going on such as an announcement at the Mall saying "Code Adam" be aware means missing child and a "Code Blue" in a hospital means "Resuscitation required." "Paging Dr. Allcome to Room 113!" cutely mean any doctor/doctors come to room 113.
