There is no such thing as a "prndl" switch.
Low. It's used to climb steep hills or such.

There are several things that can cause your 2006 VW Jetta not to crank over or start. The flashing of the PRNDL display would indicate the antitheft system has been activated.
Not sure about a switch, but there is a fuse for it in the fuse box.

It is in the transmission, on the valve body. It is called a trs. (trans range sensor)
