If you have been doing one job say working in a post office and now want to change job to become a bank teller, then you would need to get some training on how to do you new job. This training on how to do a new thing is called retraining.

So it is to teach (someone) new skills to enable them to do a different job and conversely, for someone to learn new skills so as to be able to do a different job.
