It has everything to do with the holocaust... Hitler hated the Jews and thus blamed the bad German economy on them. He portrayed them as rich and dirty men that took everyone's work due to the fact that most Jews were very handy in anything. Hitler decided to rid the world of Jews/problems by killing the Jews. Like the definition of scapegoat.
