A Virtual Private network can be set up anywhere there is unfiltered web access. If you are in a corporate network or behind a country's firewall (ie. China or Iran), setting up a VPN tunnel could be difficult.
I think you've made some kind of mistake in how you're setting things up here. Can't you use the exterior firewall to allow VPN passthrough, thus abandoning the other VPN firewall entirely? That's how I would do it, to be honest.
