Actully, the moon is seen smaller than the sun by a bit, so there can not be a 100% block. However, when the moon gets directly in front of the sun, it will look as there is a bright ring in the sky.

When the sun is about half covered, you will notice some changes in color of everyday things around you, and the light will, to use the homely term, "look funny". It becomes progressively darker as totality approaches. Just before totaity, when it is very dusky, birds may stop singing, being fooled into believing it is nightfall. At totality, the sky is dark and stars can be seen, the only light being the sun's corona, invisible most of the time. The temperature usually drops several degrees.

Solar eclipse is said to be happened when the moon comes in between the sun and the earth, when three of them are exactly along a straight line. When the eclipse occurs the sun slowly gets covers by moon like a crescent and finally intensity of light reaching the eclipse hit area gets diminished. At a point of time when moon comes exactly in the centre we will be able to see only the outer part of the sun, corona, it looks like an illuminating radium bangle held an a dark room. Then the complete solar eclipse is said to happen. This lasts for few seconds. After that moon slowly uncovers the sun, now you can see the sun like crescent moon reaching towards full moon (just an comparison, not to be confused with the moon cycle). When moon completely uncovers the sun you will see the sun fully normal as of on a normal day. During the whole of process you will not be able to see the moon.

However, the effect of eclipse on the look of the sun is not seen from full of the earth. Its only be seen from particular regions.
