Simply put, it is when people do not get along. Often it is worse when tensions rise, and when that happens, fights often break out (The likely hood of this occurring depends on two things: the patience one has, and the amount of tension between the people involved in the dispute.).

The problem with this world is that when strife causes people to get distressed, those people will surely want to get revenge on the person/persons who caused them this distress. Once that revenge takes place, they opposing people will get angry and/or sad and want revenge back, whether they started it or not. This revenging process recurs consistently, and seems to never end. Strife-causing people are slowly, but surely, tearing this world apart, metaphorically speaking.
