The Yankton Sioux chief Palani-apape (or Padani-apapi) was a signatory to the 1858 treaty, but the precise meaning of his name has been subject to much debate among historians and linguists.
The first element (Palani or Padani) is a name used by the Sioux for the Arikara or Rickara or Ree tribe, sworn enemies of the Sioux. The second element (apape) means "strikes" or "hits"; but is the meaning "Strikes-the-Ree", or "Struck-by-the-Ree"? The words could mean either.
Many historians take the view that he was struck by an Arikara enemy warrior, so "Struck-by-the-Ree" is the correct translation, but not everyone agrees. Since he died in 1888 it may be too late to ask him about his name . . .
