The hands aren't about time, its about position. One hand is 33 degrees from horizontal the other is 45 degrees from horizontal. Remember the Masons highest level 33rd degree

The hands are not in the correct position for any real time. whichever one you consider the hour hand, would not correlate to the correct position of the minute hand

Don't take movies as historical fact please! The time on the clock is simply the traditional time given for when the Declaration of Independence was first signed on July 4, 1776. The painting itself is simply a good one for referring to the place where it happened, Independence Hall.
