The colon on digital clocks is the divider between dissimilar segments of time rather than a standard decimal system. 12:30 represents 12 hours and 30 minute. In decimal form that would be represented as 12.50 because 30 minutes is really one half of an hour. Imagine how difficult this could be trying to arrange a meeting. What time would you show up for a meeting at 12.50? I believe I'd be there 30 minutes after 12 noon rather than 10 minutes before 1 in the afternoon.
