It should be right above the water heater on the cold side. It is either a straight lever that is a quarter turn type or a round handle that screws in. If it is the straight lever one, you probably pull down on it to shut it off, but it can be put in either way and you may have to push it up. Look at where it attaches to the valve and you can see the stops and which way to turn it.

this model does not have a heater control valve, it has a specail thermostat that controls flow.

Check if the water supply line valve underneath the sink is on or off .."On" will be turning counterclockwise ,If not look for the hot water heater and make sure the water supply valve is turned on.
Look near or behind the alternator. The valve that controls flow of coolant to the heater core on my 1987 Aerostar is located on the left wall of the engine compartment. I imagine the 1991 is similar. Trace the heater hoses from the engine/water pump and you will find it.
The heater valve is in line in the heater hose from the top back of the 350 engine about half way to where it enters the firewall to connect to the heater core. The valve has a steel wire control cable connected to the top of the valve control lever. It has two hose connections, one in from the engine and one out to the firewall core entry point. Trace your heater hoses and look for the metal valve with the spiral covered control wire.
It should be fine if you move it yourself. It should not mess anything up by you touching it, and not a repair man.
This depends if it is a high or semi pressure system, as well as if it might be a gravity fed or an "on demand" type water heater.
I have a 94 Astro but the heater control valve should be in the same location. Look under the hood on the passenger side. There are two heater hoses behind the coolant reservoir and windshield washer reservoir. The hoses attach to the heater control valve. The valve has a round vacuum actuator on the side, and two more heater hoses leave the control valve and go into the heater core housing. Cost for the valve will probably be somewhere between $50 & $70 To replace it, remove the coolant reservoir and the windshield washer reservoir. Remember, or mark, the hoses for the washer if you have a rear washer. The electrical connections only go on one way. Remove the clamps securing the front heater hoses and remove the hoses from the valve. Remove the clamps holding the heater hoses coming off the back of the valve where they are attached to the heater core. These two hoses are factory attached to the valve and the new valve (from the dealer) comes with the hoses attached to the rear of the valve. The clamps are back in a small space behind the valve, rather hard to get to. We pulled the bracket with the three square relays situated above the hoses to allow easier access. Install in reverse order. Good luck.
look right above the battery and you will find a TEE valve on a little black hose. mine has a blue valve on the tee pull it off and slide the other in
