A hipster is a skirt worn low on the hips, below the belt line. A hipster can't get past the white belt because it's worn below the white belt.
It's not very funny.

A hipster was the term used to refer to a person that was 'cool' in the 60's and 70s. One of the common items to wear was a white belt to hold the bell bottoms on. They would avoid more 'standard' colored belts like black or brown, preferring the attention a white belt garnered. They would never have considered a yellow or green belt.
With the term 'hipster' out of vogue, the joke no longer gets the laughs that it would have gotten thirty years ago.
