What does the phrase Samson and locks mean?

It refers to the story in Judges 13-16 about Samson and Delilah. Samson had supernatural strength that was lost when his hair was cut. "Locks" is a somewhat old fashioned word meaning hair.

A popular misconception is that Samson's hair was cut off by Delilah, in fact Delilah instructed a servant to do it:

Judges 16:19 And she made him sleep upon her knees; and she called for a man, and she caused him to shave off the seven locks of his head; and she began to afflict him, and his strength went from him.
