It essentially means that when you do an experiment, using a rat, and the rat proves your hypothesis wrong, you must be wrong because the rat is always right. The premise is that the rat is only doing what a rat would do in a certain situation and under certain circumstances, it has no other intention or hidden agenda to prove you wrong, thus, don't blame the rat because the rat is always right

If you were to put a rat into a situation, the way it responds is due to the principles of behavior analysis. The environmental factors and conditioning history of the rat is what is resulting in behavior of the rat. Even though you may think the rat will respond one way, it will always respond in a way that it has been condintioned (or not conditioned) to respond.
