It's just a funny thing to say when helping someone to get to their feet. I can't find the etymology of the phrase. I suspect it's just a dialect way of saying "up you get" or "up you come."
They are agreeing with you and saying that there is 'no doubt' to what you are saying.

I can't say I have personally heard the saying, despite having lived in Australia my whole life, but it most likely means "talking incessantly".
