I don't think it's about being anti-American or anything like that. The lyrics talk about a 21-gun salute (duh), which symbolizes the end of something, and surrender. The whole album follows Christian and Gloria, two young-uns trying to make it in the modern world, and their relationship with each other.

Based on that, what I got from the song is that it's about learning when to stop fighting to keep a relationship together when it's over.
