The first date is believed to be the day of the Mecklenburg Declaration of Independece, which said that English laws no longer effect Mecklenburg County. The second date is that of the Halifax Resolves. This document authorized delegates to continential congress to vote for independence. These dates are signifigant because North Carolina declares its independence before the July 4th, 1776 declatation.

What does the star in the Vietnamese flag mean?

Normally, like the "lone star" on the Texas flag, and the star on the California flag, those indicate an independent country. Texas and California were once independent nations; Texas from 1836 to about 1845, and California for about 3 weeks in 1846. It more than likely means the same for the former North Vietnam (or current Vietnam).
