When substances are dissolved in water they create ions. A strong electrolyte is when separate ions are formed in water. Note that pure water does not conduct electric currents. But ionic water does.

A strong electrolyte is merely a collection of ions that interact with each other.

Strong means an electrolyte which produces a large no of ions in solutions such compounds show more than 90% dissociation , that means out of 100 more than 90 units are converted into ions.
