The 'other' category, mainly, is your phone's operating system. Files like this include SMS and MMS messages, web browser cache, cookies, bookmarks, notes, and even any corrupt files that you may have on your phone will contribute to your 'other' category growing in size. Corrupt files can substantially increase your 'other' capacity.
Apple will tell you that the easiest way to minimize the 'other' category is to perform a back-up, restore, and resync. There are third party apps that will clear your 'other' category as well. These programs tend to favor jailbroken phones, however, as of course, Apple wants you to do it their way.
