zone of decay is basically where all the bad parts are in the city, it is where the least money is being put in to help restore the place. overall this is the worst part of the city and wont be attracting any tourists

A zone of decay is where the money has gone from a certain area because of vandals and litter etc which make businesses go under. Once the businesses start to move on then there is an are with no money, no jobs and which is, generally speaking, unclean and messy etc.
