Don't bother. There are enough unwanted dogs about and plenty of people breeding mongrels and giving them stupid "breed" names to make money. Your puppies will be mongrels and resuce centres are full of them. Get down to your local one and see, you may find a dog that looks like a small GSD.
I have a female German shepherd/terrier mix that looks exactly like a miniature German shepherd. She's two years old and weighs 19 lbs. Cute as a button. We got her from the animal shelter so unfortunately we don't have any more detailed info on her gene pool.

The American German Shepherd is a smaller dog than the German German Shepherd, though they're big anyways. Also, AGS have lower hips (which accounts for being more prone to develop hip dysplasia) than GGS, which have a rather square frame. GGS are bigger and bulkier, but their temperament and intelligence is the same, both are very smart, loyal, and if well-trained superobidient...beware though, their very protective dogs and will be loving and tender with the members of their pack including your children and family, but they're always aware of their surroundings just in case. They're the first biters in the black list of biting dogs, so they're excellent for protection but start training early so that you can control them properly.
The Belgian malanois resembles a smooth coated German shephard.

German Shepherds are a powerful breed, smaller breeds such as Collies and small Terriers obviously aren't as strong.
A reputable breeder breeds German Shepherd's as they adore the breed and wish to keep the breed pure and worthy of its lineage. Then... BYB's [back yard breeder's] who breed a couple for some quick money and finally, Puppy Miller's who keep various breeds in small cages and breed them, making a huge profit.
Lakenois are bigger by a small amount, and are the least similiar to the German Shepherd of all four Belgian Shepherds.

Preferably, small dogs but I also have a German shepherd with my pom so you just have to keep a close eye on them if you have a big dog because they tend to be a bit rough.
If someone was stupid enough to let that happen, yes. You should never breed a small dog to a big dog, especially if they need help doing it. Chances are the Chihuahua would indeed die.
