Purebred Chow Chows are the only breed with consistently blue-black tongues, but individual dogs of any breed can have dark or "spotted" tongues, which is simply the result of dark pigment on the tongue, comparable to human freckles.

The Chow Chow, and the Shar-Pei both have solid blue-black tongues, though puppy Chow's tongues are pink at birth, and darken to blue-black by 8-10 weeks of age.

It's very common for many breeds to have blue-black spots on tongues. Spots on tongues are simply deposits of extra pigment, like birthmarks and freckles on people.
