Shortly after, Libya agreed to hand over the suspects ifthey were tried in a neutral country. The UK rejected these terms, and the UN imposed sanctions. Nine years later, it was greed they would be tried in a neutral court under Scottish law.

To stop Libya from assisting terrorists and taking part in terrorist activities the United Nations forced sanctions on Libya. The effect of these sanctions caused Libya to hand over suspected terrorists and minimize their involvement in such activities.
