I'm not a videographer, nor am I schooled in such matters, but this is my understanding, after having researched it for a while: For a simple commercial that uses only images, text and voice-over, you may only need a video-editor, and a graphics editor. There are certain specifications you'll need to keep in mind, such as not using "pure" white/black, and making sure that certain colors don't exceed saturation levels that TV can handle...and that kind of thing.
There's a podcast called, "Photoshop for Video" which can provide -some- insight. You -may- need decent recording equipment to add voice-over...but that may ysimply require a decent sound card.

Commercial equipment can be rented at many different places around the United States. There are companies that specialize in the rental of equipment and advertise their business online, on the TV or on the radio.

Advertising pays for the medium that's being used to broadcast it. Radio & TV stations need to generate income - to pay their staff, and to pay for the building and equipment etc.
There is no equipment required for interactive TV. A person will simply need to purchase a television that has Smart TV capabilities.
All commercial electronic equipment, including televisions, are designed to handle wireless signals from other equipment. It is extremely unlikely that any damage will result from radio signals around the television.
