Initially each city-state in Mesopotamia was independent and had its own government. When empires began in Akkad and Sumer there were imperial governments over the cities. Then when first Assyria, then Babylon and then Persia took over, they each ruled overall, but allowed the various cities and tribes to continue their own local laws, with over-riding laws from provincial and central government on matters of security, taxes and communications.
