No. Some of the other 26 amendments were necessary. Amendments 18 and 21 are useless since they basically undo each other. Certainly the 13th Amendment was important and necessary to abolish slavery and make such change basically irreversible, but some of the other amendments afforded key protections to people, privileges to the people, or properly extended the reach of the government. For example, the 1st Amendment protects all sorts of speech and organizational freedoms that allow US Americans to effect political change in the country. The 4th Amendment protects Americans from the kinds of arbitrary arrests that occur in many dictatorial regimes. The 15th (for blacks), 19th (for women), 23rd (for DC residents) and 26th (for youth) amendments all extended voting privileges to more Americans. The 16th Amendment made it permissible to collect income tax without apportioning equally between the States and the 12th Amendment made it that Presidents and Vice Presidents run on a singular ticket to prevent cross-party administrations. However, not all of the Amendments are universally deemed necessary. The 2nd Amendment allowing for all Americans the right to bear arms is condemned by Liberals and lauded by Conservatives. The 7th Amendment allowing for civil jury trials is seen by many legal scholars as outdated. Finally, the 3rd Amendment, prohibiting the quartering of soldiers in civilians' homes, is largely seen as irrelevant and an unlikely issue.
