A general rule when talking about silicone rubber: Nothing sticks to silicone -- except silicone. As long as you have a silicone based adhesive, you should be able to stick anything the silicone. Warning: if you are using any type of silicone adhesive, it will bond to fabric permanently, so make sure you aren't wearing any nice clothes. Latex or nitrile gloves are also recommended when handling silicone adhesive.
You can glue almost anything with rubber cement. You'll need to put a layer of rubber cement of both surfaces that you're attaching & let each surface dry completely before putting together to get a permanent bond. If you only put rubber cement on one surface or if you attach them before the rubber cement is dry you will get a temporary bond.
On most surfaces rubber cement will not leave a mark/stain but always test a small sample first... especially with fabric as the rubber cement can soak through some fabrics staining it.
Note: There are glues made specifically for use when attaching sequins, rhinestones, etc. to fabric when sewing. They might be a better choice than rubber cement.
