The US and other NATO forces use the 9mm NATO cartridge, which uses a 124 grain projectile. It also puts out significantly higher chamber pressure than a regular 9x19 Parabellum cartridge, so I would not recommend using it in a firearm which isn't rated for +P ammo.

Which rifle? The M21? The M110? The M24? In the case of the M24, the 7.62x51 or the 7.62x67 cartridge (otherwise known as 300 WM)?

The 'standard' 118 Match and Special Ball rounds are 173 grain projectiles. The M852 Match cartridge uses a 168 grain projectile. The Mk. 316 Mod. 0 Special Ball Long Range cartridge uses a 175 grain projectile. Military snipers will become accustomed to all of those, and some commercial cartridges which haven't yet been given a nomenclature as the military seeks the all-around ideal cartridge they're continually looking for. Which one is used depends on availability, mission, conditions, and other METT-TC factors.

Does grain equal powder or bullet?

Grain is a unit of weight, like pounds ounces or grams. There are 7000 grains to a US pound. Both bullets and powder charges are measured in grains. However, when referring to a particular version of a cartridge, grain will USUALLY refer to the weight of the bullet- as in a 125 gr. .357- they are speaking of a .357 Magnum cartridge loaded with a 125 grain bullet.

How many grains of powder is the us military m855 5.56x45 NATO and 7.62x39 Russian military ammo loaded with both for standard military rounds?

Depends on WHICH powder, and WHICH bullet. Different powders use different grain weight, and changing bullet weight will also require changing powder weight. Most of the powder manufacturers (such as Alliant, Hogdon, etc) have a website with reloading data for different powders and cartridges. IF YOU ARE RELOADING- please do not accept internet advice for any load that cannot be referred back to a company website. For all you know, I am 10 yrs old, and Mom does not know I am on the computer, and think it would be funny to give you random, dangerous misinformation.
