Spoiled milk will have the same effect as any other food poisoning. Symptoms include vomiting,diarrhea, and abdominal pain. Food poisoning is also known to cause fever or and/or allergic reactions as well (such as rashes). Milk is pasteurized however which means that most bacteria in the milk was killed during the production process. Despite pasteurization milk can still spoil. Stores usually put an expiration date on the container. I personally have drank milk that was 2 to 3 days beyond the expiration date by accident and nothing happened. If you notice any of the above symptoms seek professional medical assistance as soon as possible as any disease left untreated, even the common cold, can sometimes be dangerous.
If milk is stored properly up to the expiration date, nothing should happen if you drink the milk soon after. If you drink the milk long after expiry, you might get sick.

If you drink expired evaporated milk you will likely be fine. As long as the can was not bulging, or otherwise damages, and the milk did not have an off color, it should be okay.

Any food item that has expired is not safe to eat. That is the reasoning behind the expiration date to let you know how long the food is good. It can cause food poisoning or other stomach pains.
