They had it very hard because the conflict was a true civil war in those states. There were supporters of both sides in every town and the territory was often not under the control of either of the formal armies. That meant Law and Order tended to break down as guerillas and raiding parties preyed on sympathisers and innocent civilians alike. ∙ 10y agoThe Border States; Missouri, Kentucky, Maryland, and Delaware at the beginning of the war, joined by West Virginia in 1863; were states that allowed slavery, and might have joined the Confederacy. In fact, Kentucky initially declared neutrality until a southern army invaded Bowling Green and Russellville. At that point, Grant took Paducah and began driving the Confederates out. Due to its proximity to Washington, D.C., Lincoln declared martial law in Maryland and sent Federal troops to prevent the state legislature from passing a Bill of Secession. As a result, all of the border states remained loyal to the Union, though some individuals did enlist in the Confederate forces.

∙ 15y agoThe Civil War had border states, because they were undecided who to help, the Confederacy, or the Union. So Instead, they helped neither for or against a nieghboring state. (They didn't want to get involved in the war).
