No. Heck, drinking water isn't technically "safe." It all depends on how much, and various other factors.

At higher concentrations... well, you know all those foods advertised as being healthy because they're "high in antioxidants"? Peroxides are one of the reasons you need antioxidants. They're generally very bad for living things, which is why we use dilute hydrogen peroxide as an antiseptic... it kills bacteria, and can kill human cells also (though human cells do deal with it slightly better, because we have enzymes specifically designed to break down peroxides, which is where all the foaming comes from when you pour it into an open wound: the peroxidases in your blood are turning it into water and oxygen).
