According to most inter-state compacts, you are not permitted to reside in one state while possessing a drivers license in another. If you are in the process of moving, you are permitted to still use the plates from your old state, but you must change them once you have firmly established residence.
Yes. Your ID provides personal information, and your Drivers Licence simply proves you've been licenced to drive-somewhere. If you get pulled over, the police officer will likely not care about your ID, only that you are licenced. Most adjoining states with different driving age rules have reciprocal agreements which allow inter-state travel for those new drivers who otherwise wouldn't qualify in the state they happen to be in. Almost all states are now connected via computer for Licence verification, suspensions, etc.

Usually when you go to renew your insurance, the agent will remind you to take care of your license. If you are a permanent resident of the new state (you have taken an apartment or bought a house or gotten a job) you will likely get a warning the first time you are pulled over; some states give citations for this in order to raise money. Arizona, for example, positioned state patrol units outside some large employers and pulled over everyone with out of state plates while I lived in that state.
Some states do little to enforce this. People live in New Hampshire for years while keeping Massachusetts plates and driving licenses.
